SINGAPORE RENTAL & SECURITY DEPOSIT QUESTIONS
Like we said, protecting your security deposit starts before the handover. Start before you move in: read the deposit and handback clauses in your tenancy agreement, record the condition you receive, report defects within the agreed period and keep repair approvals and servicing receipts. At handback, compare the property with your move-in records. Rental 360 helps you organise these steps.
Check the rent, lease dates, deposit amount and return conditions, repair contribution, defect-reporting period, servicing and cleaning obligations, early-termination clauses and any agreed furniture or repair requests. Ask for unclear terms to be explained and agreed requests to be recorded in writing before signing.
A Letter of Intent (LOI) records the proposed rental terms and requests before the tenancy agreement (TA). The TA sets out the agreed tenancy obligations. Read both carefully, including deposit conditions, deadlines and amendments; do not assume every spoken promise is included.
Without move-in records, there may be little to compare against at handback. A landlord may say an old mark or defect happened during your tenancy, or disagree that it is fair wear and tear. Missing records do not automatically justify a deduction, but they can make your position harder to support. Protect yourself from the start: document existing wear and keep the record you shared.
Check the deadline and starting event in your signed tenancy agreement. It may refer to the end of the tenancy, handback or completion of agreed rectification work. A 14-day period is an example found in some agreements, not a universal deadline for every Singapore tenancy.
Ask in writing for an itemised list: what is being charged, why, the tenancy clause relied on, the supporting evidence and how each amount was calculated. Compare it with your move-in and handback records. Explain which items you dispute and request the return of any agreed balance. Keep the discussion and any settlement in writing rather than relying on a verbal assurance.
Yes—you can ask them to explain the deduction and show its basis in your tenancy agreement and evidence. “Standard practice” alone does not tell you whether a charge applies to your tenancy. As a first-time tenant, ask for the clause and calculation before agreeing, and take time to understand any document you are asked to sign.
Ask for important claims, repair promises, fees and deposit arrangements in writing. Check which party the agent represents and verify their registration and contact details through CEA’s Public Register. If you suspect misconduct or misrepresentation, keep the messages and documents, raise it with the property agency, and consider CEA’s complaint process. An agent-misconduct complaint is separate from recovering a deposit from your landlord.
Start with a written request that sets out the amount, the refund clause and deadline, your handback date and the records supporting your position. If you cannot resolve it, consider mediation or seek advice about a claim. The Small Claims Tribunals may hear eligible residential tenancy disputes where the lease does not exceed two years; other filing and jurisdiction requirements also apply. CEA does not determine private landlord–tenant deposit disputes.
